Numbers Sheet not syncing to iCloud

One of my numbers sheets is not syncing properly to iCloud. I update this file several times a day on my iPhone. The file info on iCloud shows the last modification correctly, but opening the file on my mac or Numbers through iCloud doesn't show any of the cells have been updated for over a month. I have updated all my devices but based on the file stamp, I believe the issue is the phone is not properly updating.
