Forgot password cannot recover reset password waiting period

How long is the wait period for Apple account password reset issue?

My child forgot the Apple ID password and we cannot recover it since we don't the old phone number that was setup as recovery. We have tried to reset the password keeps saying "There is not enough information to reset your password at this time, you can gain access after waiting period could be days.....
