Upgraded to 15.7.3 and lost all my bookmarks. Restore Data on iCloud says I have no bookmarks to restore

I upgraded to 15.7.3 and now all my bookmarks are missing. They're also missing on the Restore Date page on iCoud. It says there are no bookmarks to be restored. Years of bookmarks gone. ChatGPT tells me to go into Terminal and run some code I can copy from it. I think it would be a mistake to mess with terminal. Help.

Sometimes Safari Bookmarks or Reading List fail to sync to my other devices, but turning that iCloud setting OFF/ON makes the sync work again (for a while). So try that.

FWIW I have never looked at iCloud web > Data Recovery but now that I peeked there, the "Restore Bookmarks" is empty also for me at the moment (only "Restore Files" has some content). Maybe I have deleted Bookmarks so long ago (>30 days?) that they were automatically deleted?
