Auto-Brightness setting in the wrong place!

Why is auto brightness under Accessibility instead of under Display & Brightness? It is aggravating that it is under Display & Brightness. I know it is a slight Accessibility issue but Auto-Brightness should be under Brightness! The feature doesn’t work very well because it seems to change by extreme amounts for what amounts to little change in ambient lighting.
