Major issues after latest dot upgrade to iOS - iPhone 13

I downloaded the latest iOS upgrade to my iPhone 13 yesterday, and now my phone has major problems. These are:

Passcode and Face ID had been deleted. The phone accepted a new passcode but won't save a Face ID image.

I cannot reach the App Store to download a fresh copy of my banking app, the phone just stalls showing a gear icon. Because Face ID is no longer available the app can't verify me so I've completely lost mobile banking, and I can't open it to changes its settings. I shop entirely online and cannot authorise payments for anything. This is a giant problem for me.

My credit cards have disappeared from Wallet and trying to replace them doesn't work, the information isn't saved so there's no way to verify them

I cannot restore the OS because Find Me is on and cannot be turned off. Under Screentime's Content & Privacy Restrictions the page is blank apart from the heading. This means Find Me cannot be turned off so trying to restore the OS from Recovery did not work.

I don't know what else doesn't work because I don't use many of the phone's functions but the ones I do use are critical to me.

I need an urgent answer to this problem even if it means going 40 miles to an Apple Store. I can make calls and receive messages but otherwise my two-year old phone is just a brick.
