Inconsistent AirPod Pro 3 Volume

The volume level of the AirPods Pro 3 is inconsistent. Sometimes loud and then the volume will drop, then back up... I've tried different listening modes and messing with the spatialized stereo—still the same. Personalized volume and conversation awareness are both turned off. Off-listening mode is also turned off.
