How to easily toggle Siri on and off?

Hi - is there a way to easily toggle Siri on and off? When I turn Siri off in Settings (on iPhone and/or on laptop), then come back to turn it back on in Settings, Siri wants me to retrain it by repeating a bunch of phrases.

I am on iPhone 2020 and Mac OS Sonoma Mac book pro, and am disabled and very frustrated by trying to use Voice Control and Siri! I would appreciate any help.
