iCloud Storage saved before my phone broke

So my phone started turning green and having stripes its a long story and it happened last year and my phone has not backed up but I just bought extra icloud storage before it immediately turned off, is my data and photos saved? I went on icloud.com and currently on my macbook and dont see all my photos is that ok as its not accurate yet since the extra storage has not processed?
