Screen Time restriction not hiding App Store on iPad

I've set screentime for my child's device so that "Installing Apps" is not allowed under "Content & Privacy Restrictions". In the past, doing that has removed the app store from their devices, but for some reason, the app store is still showing up on their ipad now. And they still have the ability to download and update apps. I've checked "Allowed Apps" but the the App store is not listed there to be able to toggle the "off" option. Is this a bug or is there some new setting I don't know about to remove the App store?
