When I highlight a word or number, then select Insert > Highlight, Highlight is grayed out and inactive. How do I fix that?

It isn't completely obvious, but Insert -> Highlight only applies to text boxes, or text attached to shapes. It doesn't apply to text within cells.
For cell highlighting/formatting, use Inspector -> Format -> Cell, although this doesn't allow for single-word highlighting in the same way... you can set the cell background color, or the color for all text in the cell, but you cannot selectively highlight certain words.

Seems like text in a cell is NOT highlighted by the menu item "Insert > Highlight". I think (without any authority) that this menu item applies to free floating text items.
If you want to highlight text in a cell, select the cell, then open the cell formatter:
Then choose the menu option "Fill > Color Fill"
When I tried insert->highlight on text in a text box it looked like it created a comment for the selected text.
If you want to highlight a selection of text, there are settings for that. It is called "text background and is under the "gear" icon.
