Recovering deleted Notes from iPhone 14

Hello. I have a problem. I upgraded from an 11 Pro Max to an 14 Pro Max a month ago. All my data transferred fine, but I was using the same account on both devices. I accidentally deleted all my notes from the 11. Then I emptied the "Recently Deleted" folder. After a while, I noticed that all my notes had disappeared from the 14. Is there any way to recover my notes from this phone? I used the default Notes app, and they were all saved to my iCloud. But my iCloud storage was full, and not everything was syncing.
