iCloud+ Family Sharing not reflecting accepted invite

I shared access to my iCloud+ family group with my mom, and while she accepted the invite, it doesn't appear to be fully syncing online. Her phone shows that she accepted the invite, but when I log in to iCloud.com, it does not show that she is part of my family group. I'm trying to get all of her photos synced up to the cloud so she can get to them on iCloud.com, but at the moment her iCloud account still shows that she is on an individual 5 GB plan.

What am I doing wrong? How can I get her iCloud.com login to reflect what I'm seeing on her phone?
