Can Migration Assistant transfer settings from Big Sur 11.7.10 to Sequoia on a new MacBook Pro M5?

I have been unable to successfully update the OS on my 2020 MacBook Pro M1 from Big Sur 11.7.10 to Sequoia.

It partially installs the update then stalls. I've tried installing from a safe boot up as well with no luck.

I just purchased a brand new MacBook Pro M5. Can I use Migration Assistant to transfer my settings from the old MacBook to the new one on the new Macbook's first start despite having different operating systems?

The nearest Apple Store I can visit for help is 75 miles away...

Yes, Migration Assistant will transfer settings - and data - from previous versions of macOS. That's pretty much its designed function.

The easiest way to do so is to create a Time Machine backup of the older Mac to an external drive, and then use that external drive backup connected to the new Mac when you first start and setup that new Mac.
