How do I recover a locked note after accidentally deleting the notes app? Upon redownloading the app, all the notes had recovered but the locked note. I do have a backup from earlier on the in the day, I’m not sure if I should back up my phone. Would I have to turn off the iCloud sync for the notes app as well when I do backup the phone?
If you don’t remember the password used to originally lock the note; and the “hint” doesn’t help …

There is no “backdoor” to a recovery. And using a backup doesn’t change that fact.

The problem is not me remembering the password. It's getting the locked notes recovered after deleting the app.
