Music app downloads songs, auto-download is off

Songs that are in my library and are on an album that I have some other downloaded songs on auto download themselves, I have auto-download turned off, I have library synchronisation turned on but these former songs are not downloaded on any other device, I use downloaded as my playlist so this is annoying and they take up space on my phone. I want to keep the other songs in my library but not downloaded.
