I have a business iCloud and a personal iCloud, can I share my Apple Card between both of them it wants me to apply again to add me as a cop participant on my Apple Card

No — you cannot share a single Apple Card across two different Apple IDs (personal + business).
Apple Cards are all personal accounts. There is currently no Apple Card for business. You’re welcome to use your Apple Card for business purchases, but it’ll be between you and your accountant how you separate the business charges for tax purposes.
