You do not have to BE physically in the US. You can be outside the US, but your Apple ID/account has to be US based and the region on the phone has to be set to the US.

Are you in the USA? Is your phone set to USA and to English? Digital ID function is currently limited to US passports in the USA.

Are you trying to add your drivers license, which is only available in the US in a limited number of states. Or are you trying to add your Passport? Your tag line suggests you're on iOS 18. Adding a Passport to Apple Wallet was released with iOS 26.1 and you'd have to update your iPhone to that version if you're trying to add your Passport. And you have to be in the US.

I don't think I fully understand your question, but I'll try to give you some advice.
Open Settings, go to Wallet & Apple Pay, click on Apple Pay Defaults, and enable the “Double-click the side button” option.
This way, by double-clicking the power button on your iPhone, you'll be able to use your cards.
If you are referring to payments on devices such as MacBooks that require Touch ID, also enable the option: “Allow payments on Mac.”

You are right. You don't understand the question. The question is about adding a digital ID, like Passport or Drivers license to Apple Wallet. It has nothing to do with Apple Wallet payments.
The option to add a Digital ID is not showing up in my wallet. Why?
