how does the bank should contact apple to initiate the apple pay provisioning and have their master crads to be added to apple pay wallet?

I am working with a Bank that wants to have thier master cards to be added to Apple Pay. 

I understand that Apple has specific requirements to enable apple pay provisioning by the issuer Bank?

My question is not to seek support on setting up a payment platform but rather to get the guidelines that Apple had defined for "Apple pay provisioning by the issuer Bank". I need information like this

1. what details should be shared with Apple to initiate the Apple Pay In-App Provisioning
2. Any Implementation guidelines defined by Apple
3. how do i contact apple for this matter?

I did explore the Apple Developer pages which explain the system integration steps but not the guidelines to be followed for the implementation engagement with Apple.
