iPhone 13 mini Home Screen showing two time displays

My iphone 13 mini running 18.6.2 shows two times simultaneously when my home screen is displayed. The underlying time does not change and the time on top keeps proper time. I have reset the time zone and cycled the Set Automatically setting and cycled the phone on and off multiple times to no avail.
