After upgrading to 26.1, the screen froze specifically in this configuration; it happened to me with 2 devices.

To continue click on "Set Up Later"
If you can not move the curser..? Hold the power button until the Mac shuts down, wait a few seconds then press the power button to turn the Mac back on.

If it is a repeating fail to move forward, then by all means stop doing the same thing.
Bypass the issue.
If you are currently stuck—force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

It is not mission critical to set up your "screentime" at this time(?)
