How to reduce iOS 26.0.1 storage usage on iPhone 11 with limited apps?

How big is iOS 26.0.1?

my wife has the iPhone 11 with 64 GB of internal storage. I updated her iPhone to iOS 26 and it’s taking up so much of her internal storage. System data is taking up so much of the storage. iOS is taking up the second most. we’ve been deleting apps on her phone, thinking it would free up storage, but every time we do that, system data and iOS just takes that free storage immediately. And that keeps her from re-downloading the same app. we purchased 200 GB of iCloud storage hoping that would help but that didn’t do anything. Is there any suggestion that we could do to fix this issue?

I almost forgot to say she only has 15 apps on her phone.
