Some of my iCloud photos cannot be seen on my MacBook

My MacBook Air Monterey 12.7.6 finds 1200 photos that the the Photos app is "unable to upload" from the 40,000 on my iCloud library. These 1200 only show as a grey thumbnails on my Mac. I cannot seem to restore these 1200 iCloud photos to my Mac. What can I do?

They APPEAR IN FULL COLOUR IN ICLOUD

Do those photos appear in the Photos section of iCloud.com when you log in with the same Apple Account? If so, are they grey there, or do they show the proper pictures?

If they do not appear on iCloud.com at all, do you have copies anywhere else?
