Apple does not get involved in allegations of stolen devices. (think: messy divorce situation)

if and only if you have enabled "Find My" features, you can control your device and have it report its location.

if you have Not enabled these features, someone who finds a modern Mac would need to break into it with a password before they can do anything, including use it for their own purposes, read any files, or re-install MacOS. Entering too many wrong passwords extends the time until you can try again. That time keeps growing as you enter more wrong passwords.

The only use for the serial number is for you to use it when filling a report with the police. Of course they are not going to be knocking on doors because you gave them the serial number, but if they recover stolen property then the Mac could be returned to you. Apple cannot block a device by its Serial Number, that is why they have the Find My App and you use a login Password to prevent access from anyone else.
