IMessages show focus on when off.

Is there a glitch in the new iPhones what show people's notifications off when they are not? I have tried everything from resetting, silencing then taking it off silence, tried turning the DND or focus status on and off again. My iMessages tell people my notifications are silenced but I do not have focus turned on.
