How do I fix continuous iCloud message resyncing on iPhone 17?

How come I have to continuously "resync" my messages on iCloud over and over, I want to just be able to scroll up to past messages with no problem, this just started today as a matter of fact.

PS: every time I do sync it, it allows me to scroll up, until I close the app then it only shows recent messages as if I just started texting. Then I have to do the process of "syncing" again. I can "search" for the past messages but not scroll to past messages for one particular person in my contacts. Any fixes? I've restarted my phone multiple times and have turn off icloud sync and back on. Please help!
