How to dismiss a persistent notification banner on iPad Air 16?

my child has the new ipad air16 he try to turn on garage ringtone and the prompt of asking to send notifications came on but it wont let him select anything; now i tried to do a hard reset but i cant touch anything behind the banner. i tried charging it, connecting to itunes and i cant get the banner to go awway. is there a way to fix this?
