Focus not working after switching to a different phone

focus not working after switching phones. i only want imessage notifications from people i have allowed, and now it doesn't do that anymore. i've tried signing out of my apple id on the old phone, created a new focus with the same settings, and i've checked everything and nothing seems to work.
