Do RCS timestamps change when a message is “not delivered?”

I sent an RCS message from my iPhone 16 to an android while travelling which was “not delivered.” I later learned it was delivered, and now they’re accusing me of speeding because they received it some time after I sent it.

I want to know if the timestamp on my phone is accurate to when I first hit “send,” or if it changed to reflect when the message stopped attempting to be delivered.

Thanks in advance!

iPhone 16, iOS 18

The timestamp reflects when the message is actually sent, regardless of when you first pressed Send. A message that failed to send, then was successfully resent later, will bear the timestamp of the time it was successfully resent.
