iTunes for Windows volume adjustments revert for MP3s

On iTunes for Windows I use Volume adjust for each individual album, and recently I have been seeing my volume adjustments reverting back to 100% (or to the middle, 0)

I use my iTunes with my own mp3s, nothing on the cloud or online. Some mp3 can be volumen adjusted, it's the old ones that revert, and they used to be able to, so I don't know what's going on. The files aren't written protected or anything like that.

The only was I found out was to replace them with new mp3s and I don't wanna to that to my entire library.

I haven't switched to the new Apple Music yet cause it seems pretty buggy and cant have the album displayed in the song lost view. Nor is the option to view Album by Artist/Year which is my favorite, I hope they get added someday.
