Tagged image files cannot be edited

I have a folder with pictures in it. Some have tags (green, blue etc.) and those which do cannot be opened in certain apps. But in the Finder they show up normally as .jpg and can be viewed. So I have two issues: 1 I cannot remove or add tags (they're grey) and 2. I cannot use the tagged images in other apps (they don't appear as images and are greyer).
