Unable to add Digital ID to Watch Ultra 3

Unable to add Digital ID to Watch ultra 3. Passport was added iPhone without any difficulty (chose to add to watch also) but after several attempts and following all the steps required no success whatsoever. Verified software , restarted Watch and IPhone, still goes in a loop verifying and nothing else.
