iCloud Documents not syncing correctly on PC

Files not syncronised correctly on PC

Have iCloud on iPhone and my Lenovo Yoga 7.

I have found that the iCloud Documents are not correctly syncronised on the PC. There are at least two folders that have been duplicated on the PC (they show up twice). When I add files to these folders on the PC they do not show up on my iPhone. They do some times show up when I log in to the web-page icloud.com.

I have tried to just delete one or both of the folders on the PC, but then they also get deleted from icloud.com and my phone.

Would it help if I uninstalled iCloud on the PC? I am tempted to just reformat the PC (which would be drastic, but I think that it should solve it)
