When will I get the money back?

Apple was advertising new apps and had just had surgery. I thought the app was something else not for HARVARD academia. 90$ that I don’t have. Because Apple has never refunded a mistaken order I know I went and canceled it. I don’t have an extra 90 to throw away. I even text the people who created the app and they were very kind but stated they can’t do a refund but that they were sure Apple would since it was a accident- I’m also on meds- but not enough to forget to cancel anything with a trial because over the last 3 years Apple has refused to refund anything. I had to pay for a 80$ app my kid put on my phone by accident. I have no use for it. I have a negative balance in my bank account and I am trying to understand the LOGIC of WHY THEY REFUSE TO REFUND AN APP FOR HARVARD STUDENTS and essays.
Do I report it as fraud to my bank? I’m not going to give them 90$ that I don’t have. I can’t evn get the meds I need now .

You can certainly report it as fraud to your bank. Be prepared for your card to no longer be valid for Apple purchases, as it would not make sense for Apple to continue to use it when you reported fraudulent behavior.
As stated in the terms for the App Store, all transactions are considered final. At times Apple may provide a compassionate refund on a case by case basis, but you should never expect a reason why one person may get a refund and another will not. All apps in the App Store have detailed information about the app along with the purchase price and the price of in-app purchases so there is full disclosure to help you make the purchase decision.
