Hi,
Try to resetting SMC with disconnect power cable and wait 30 seconds or so, then restart the Mac Pro.
on that model 42 lb silver tower, the bluetooth controller is on a USB bus. That suggests you may have ONE problem, with USB, not two.
The hardware in the 2009, 2010 and 2012 models is very, very similar. The 2010 and 2012 models can be upgraded much father, including to 10.14 Mojave if you do it just the right way.
The USB controllers are on the backplane board. If they are dead, that is what will need to be replaced.

the key is you have to :
• have a metal-compatible graphics card (and there is a lot more to say about those than just Apple's recommended list)
• you have to have Installed MacOS 10.13.6 on this exact machine to get the required firmware update (but the firmware is in a private store on the processor card, so the drive does not have to be the same drive) and to set up the drive correctly.
• then you have to install 10.14 Mojave and apply all available software updates.

So somehow I got the OS upgraded to 10.13.6 High Sierra, and found out it is a mid 2012 Mac Pro model. Does that change your diagnosis? The only thing I’ve found to work is a USB2 hub for the peripherals. And still only one port responds to the hub. Thank you! I welcome any and all help with this.
This is awesome. I had no idea where to get a schematic, and I still have no idea how to access the motherboard, or even open the non-latched side. About OS14, please share those “just right” steps when you have time!

The motherboard is at the back of the cabinet. You don't open the non-latched side, you remove everything else and it is at the back.
