Recovering old Apple ID funds to new account

Hi, I am using this iPhone 11 from past 3-4 years. Actually I forgot my password & unable to use it anymore the ID is v******8@icloud.com, so I created a new id & using it v************8@gmail.com. My phone got repaired by forgetting my password & had to get it done in iPhone service centre. I had my funds of 150rs INR or lesser amount may be. However now if I check the funds I have no money in my funds. How do I get it back to my new account. For details of me my personal Id is v*******4@gmail.com
