According to what I have seen by researching sites including the UK licensing web site, you only need a license if you are watching or recording live broadcasts of UK TV or using BBC iPlayer. You would not need one for watching Apple TV which is a stream only.

I wouldn't think so. The UK TV license is primarily so the BBC can recoup programming expenses. With an AppleTV+ subscription you are already paying for the programs.

I don't know if there is some technical aspect to this such as if even owning a TV in the UK requires a license. Of course then you could just watch the programming on a computer.

I have not seen that, although I am not from the UK. You are a licensed user of the service meaning you have to agree to the terms of the licensing agreement, so maybe that is just some confusion in what is being asked from you. Do you have a screenshot of what you are seeing or who is saying you need a license. Make sure the screenshot does not contain any personal information.

If you are watching content at nearly the same time it is broadcast, or using BBC app streaming or iPlayer, you need a license, err, licence.

If not, then no license, err, no licence.
