Unable to agree to App Store user agreement

I can’t use App Store messages “agree to new user agreement terms” but it opens setting but no options to opt in or agree?

..."go to Settings > [Your Name] > Media & Purchases > View Account and see if a prompt appears to accept the terms and conditions. If you still need to do so, a pop up should appear which allows you to do so. If for some reason you're not getting the prompt to accept the terms and conditions, try accessing your account from another device, such as a Mac, using the App Store app."

Thanks man I will give it a try. I thought I attempted that once, but it didn’t prompt me but also my device has a fraudulent MDM supervise profile on it and all my Apple IDs are linked is saying my iCloud is near full and in 23 years, I’ve never backed up my phone because of this issue so I have all kinds of restrictions on the phone and Apple won’t do anything about it. They want a court order but I appreciate you taking the time to respond and I’m gonna give it a try right now. I’ll let you know what happens. Thanks, Brian.
