Apple Account on Organization Devices - Managed Apple Accounts Only

In Apple Business Manager if we enable the setting "Apple Account on Organization Devices - Managed Apple Accounts Only" will it be retroactive and apply to devices that already have a non Managed Apple Account logged in?
