Lock Screen clock does not stay behind image after saving

My lockscreen clock wont stay behind the image like it does in the preview, it stays behind the image when Im customizing it but as soon as i click done, it goes back to being on top. Ive already turned off the reduce motion option and restarted my phone a few times but nothing seems to work
