With my new iPad I can’t find a way to open a blank page in Safari as I do on my Mac laptop.

Safari, when launched, will open your Start page - from which your saved Favourites (if any) and other items can be easily accessed.

You can control which elements are visible from the Start Page by tapping the Edit button seen at the very bottom of the page (you may need to scroll down the Start Page to find the button).
