Photo recovery from lost device

hi, I lost access to my old iPhone that was previously equipped with the default iCloud storage plan. I have now subscribed to the 50g plan on a separate device logged in with the same Apple ID. I was wondering if somehow this would allow my lost inaccessible phone to upload its photos to the cloud with this new subscription under the following circumstances:

it is intact

it may receive power

it is locked

I’d appreciate an answer ASAP

No. You implied. that you lost the device. If there is a new owner, it's likely logged into their account. If you did lose the device someone would need to connect it to power and it would need to connect. to a network (this is unlikely). If instead the device has a new owner, you should have first wiped the device clean. Otherwise, your data is their data. You should operate under the assumption that the data is lost. You'll need to recover from your backups.
