Safari video player issue on iPhone: Video stops playing when exiting the player

I will call an iPhone user GNK (male person, his initials) for example.

When GNK touches the video about Apple while it was playing, the video plays and the Safari video player shows up.

When he exited the Safari video player, that video stops.

He realized that he can't play the video without being in the Safari video player anymore if he touched the video until he refreshes the page.

Why does it do that? Can Apple's developers fix it?
