Music didn’t fully migrate when I upgraded my phone

I had an iphone11 with a full music library including downloads. A few months ago I upgraded to an iphone16.

I noticed that not all the music came with. Not all downloads are there, and the personal library uploads had songs that showed up like previews (20 seconds of song as a ring swirled around the track number) and some with grey dots before the song names.

I do have the old phone but it’s not charged, and this should be what’s also on my MacBook Air. Also I did a lot of googling and it said to go into settings, music, sync, only “sync” does not exist on this phone or my MacBook.
