Mac Repair and Service - Apple Support

Apple's U.S. site shows that they still are offering battery replacement service for the MacBook Air (Retina, 13-inch, 2019), at an estimated cost of $159 USD.

However, you indicated that your Mac had other issues – with the logic board and audio board. I believe that Apple currently considers that MacBook Air to be "Vintage" worldwide, which means that the availability of service might be subject to parts availability.

Obtaining service for your Apple product after an expired warranty - Apple Support

There is also the question of how expensive all of those repairs would be – and whether it would be worth making them, instead of replacing the machine. If you took the machine in for battery replacement service, it is likely that Apple would want to repair the other issues, out of warranty, too.

Save your money. The 2018-2020 Intel MBAirs are junk. They have a poor cooling system & are prone to Logic Board failures, plus they have the dreaded butterfly keyboards that are prone to failure. The last version of macOS supported is macOS 15.x Sequoia so in two years may third party apps will no longer provide updates to their apps which at some point in the future will cause their online functionality to fail. The M-series MBAirs will run circles around the Intel MBAirs, plus the keyboards on the M2+ laptops are so much better (quality, in addition to their feel when typing).

The money spent on repairs is much better put towards a new laptop especially when you report your laptop has multiple known issues. If the laptop had no other issues, then maybe a battery only repair could be justified (risky due to those butterfly keyboard issues since those MBAirs did have a "removable" battery).

Getting an Obsolete Device's Hardware Replaced:

I'll always have my 2019 MBP until it dies off. When my AppleCare+ service expired, Apple offered me an annual renewal for my AppleCare+ subscription until no longer needed. --but, they don't grant this offer to everyone. It has an Intel processor, which allows for older Virtual Machine use. So, if this service centre will not support a new battery, then look into having an AASP (Apple Authorized Service Provider) to replace this.
