Password app on iPad stuck at Apple ID password screen

Opening the Password App on my iPad displays my apple identification password screen but nothing else. I have turned off and restarted the iPad without any change. What next.

In absence of a screenshot, I'l not entirely certain what you can see - but I'll take an educated guess that the Passwords App is opening to what appears to be a blank screen.

Assuming that the Passwords App has been added to the Dock...

With the Passwords App open to the blank page, swipe upwards from the bottom of the screen to expose the Dock - tap the Password App icon - then tap New Window. This should open another Passwords App window showing your stored Passwords.
