Accessing a deceased relative's Apple ID

Is there anyone out there in the UK that has been able to access a deceased relative's ID by getting a court order. Apple are asking for a court order and my solicitor has quoted me between £15-20k for taking this to court. Surely there must be a simpler/cheaper way? My brother did not set up a legacy contact before he died and the grant of probate notice is not sufficient for Apple. Any advice would be gratefully received.
