Unable to purchase AppleCare+ for iPad using U.S. Apple ID in Saudi Arabia

I hope you are doing well.
I previously studied in the United States, and during that period, my Apple ID was set up with U.S. region and billing information. I have now returned to Saudi Arabia and am trying to purchase AppleCare+ (Annual plan) for my iPad Air 11-inch (M3) Wi-Fi using my current Apple ID.
I recently added funds to my Apple ID balance specifically to pay for the annual AppleCare+ coverage. However, when I attempt to complete the purchase, I receive an error related to billing/region and the transaction does not go through.
I kindly request your support with one of the following options:
- Enable or guide me to successfully purchase AppleCare+ using my existing (U.S.) Apple ID and Apple ID balance, or
- Assist me in purchasing and activating AppleCare+ through the Saudi Arabia region, while ensuring that the funds I added remain usable, or
- Provide clear instructions to correctly adjust my billing/payment settings so I can complete the AppleCare+ purchase without risking any issues with my Apple ID.
