Try this:

Disable Private Wi-Fi Address: iOS/iPadOS features like Private Wi-Fi Address and iCloud Private Relay can interfere with captive portals.

  • Go to Settings > Wi-Fi.
  • Tap the "i" (info) icon next to the hotel Wi-Fi network name.
  • Disable the Private Wi-Fi Address toggle.
  • If enabled, also try temporarily disabling iCloud Private Relay (found in your Apple ID settings, or sometimes under the Wi-Fi network details).
