Uploading photos to iCloud photos

I cannot upload photos to my iCloud Photos. I have synced all my photos and can back up my iPhone. I can upload photos to my iCloud Drive, the only issue is associated with iCloud Photos. I have enough iCloud spaces. I have contacted Apple Support online, in-store staff, and senior technicians. They all tell me they cannot solve it.

Uploading pictures to iCloud.com is not something that you can do. The Photos app does the uploading automatically after it decides what to send.

Maybe you could give us a little more information? For instance,

Do you have any pictures on your phone that can't be deleted or edited?
How big is your Library?
At Settings>General>iPhone Storage, my phone says 50.5 GB of 128 GB used. What does yours say? Do you have more than 10% free storage on your iPhone?
Are you using "Optimize Storage" for Photos?
Do you see all your iPhone pictures at iCloud.com?
Have you checked to see if the Apple Account is really really the same on the Mac and on the iPhone and at iCloud.com?
Do you have more than 10% free storage on your iCloud account?
