Can't create kids accounts on family share

I am trying to create a kids account for my kids new watches. when I add a new kids account it all looks great and I can go through everything until its time to verify via a phone text. When I enter my phone number or my wife's phone number it just says "could not create account. Your account cannot be created at this time." Then nothing. I have reset my own password. I have tried with my wife's number and my number. Same message. I can't get past it.
